23rd December 2005

Dear Resident

Pelican Crossing Petts Hill

I think most of your will be aware that recently this Association has made a complaint to the Local Government Ombudsman regarding the whole process of the traffic signal installation in Petts Hill

For information we have also received an apology from the Council for misleading us by stating that was to be a Puffin Crossing when in fact it is to be a Pelican!.

Yesterday (Thursday) Council Officers and two of your three Ward Councillors met at the site and apparently one of the Councillors sees nothing wrong with the installation and the other found it far from satisfactory.

This Association’s complaint to the Ombudsman falls into two specific areas as follows:

1.       That the proposal, consultation, and design process was:

(a)    Not carried out to the best value aspects of the Safer Routes to School Initiative or in keeping with its requirements.

(b)    That residents were not consulted as advised to Council meetings

2.       That the design and consequent installation :

(a)    Will not provide the safest possible crossing place for pedestrians particularly children.

(b)    Does not conform to required codes of practice for such installations.

(c)     Contravenes in a number of significant instances of basic design and site location requirements.

(d)    Creates danger and inconvenience to residents in the immediate vicinity of the site with regard to vehicular access/egress.

We feel that our complaint to the Ombudsman would be greatly aided if residents were to make individual complaints also.

You may be aware that our complaint was prepared by Ian Jones who would be quite prepared to assist you in any way or indeed to prepare your individual complaint for you.  I would advise you that if you are prepared to make a complaint please do it as soon as possible as apparently the “switch on” of the signals is planned for the next few weeks.

A complaint form can be obtained (and completed) on line at:

http://www.lgo.org.uk/index.htm or telephone:  020 7217 4620

Ian Jones can be contacted at 162 Petts Hill telephone 020 8864 7793 or email: auho98@dsl.pipex.com and will be available over the Christmas period until 27th December  with the exception of 25th & 26th December.

On behalf of the Association I should like to wish you and your families a Very Happy Christmas and New Year

Yours sincerely

Linda Kouparris
